Velocity 1.7 doesn't seem to be available on central yet? I tried with 1.6.4,
got some errors that I fixed by replacing things like
{noformat}
replaceAll( "\\", "/" )
{noformat}
by
{noformat}
replaceAll( '\\', '/' )
{noformat}
but no problem with the line you quote above.
