So the behavior, if I understand correctly, relates to what's described here:

Specifically, Doxia is parsing 'local' links as if they are 'anchors' (or 
'internal links'?)  

If Doxia sees a link that starts with './' or '../', should it be manipulating 
it at all?  I thought a local link had to be a valid URI fragment?
