When a plugin with {...@requiresdependencyresolution compile}} executes and
inspects {{MavenProject.getDependencyArtifacts()}}, it will only see
compile-scope dependencies in Maven 3 whereas it should be the complete
dependency set, i.e. regardless of dependency scope.
