Note the "RELEASE" in the archetype it is looking for.  If I explicitly specify 
the archetype version with:

mvn archetype:generate -DarchetypeGroupId=org.apache.maven.archetypes 
-DarchetypeArtifactId=maven-archetype-webapp -DarchetypeVersion=1.0

it works fine.
