I sincerely apologize for being so unhelpful as to whether Maven 2.2.1 works through the proxy or not. It's even been a while since I've run maven from the command line, because I've been able to do my work using m2eclipse. I guess after all the work that's been done on this jira, I really should try Maven 2.2.1.
