here is the change I would commit at present.
However, I would say that it is better to move GlobalSettingsTest to be an
integration test instead (actually testing the Maven installation, and skipping
when in the embedder). This would reduce the change to just being
<packaging>pom</packaging>.
Any objections to such a change?
