The bazaar repository provider doesn't support the "tag" command. Here's a
patch that fixes that in this branch:

The patch passes the tagging TCK tests, so I checked the "Testcase included"
box.
Note that there are other TCK tests that the Bazaar code doesn't pass, but they
don't pass without this patch either :-(. I intend to start working on that
next.
