I'm not certain whether yours is the same problem that was reported by Robert, 
since so many things can go wrong with proxies. For instance, one of the main 
fixes for 2.2.1 aims to re-enable the use of NTLM proxies, which don't always 
work with the httpclient-driven wagon. Since we switched from using the Sun 
implementation in 2.2.0, it may simply be a matter of going back to something 
that supports NTLM for your issue.
