Still, the question remains why the behavior is different between the local repository and remote repositories. With your explanation I would expect that also in the local repository the format is $artifactId-$version-$classifier, but it isn't (equal to target directory). Another aspect: The fact that "fileName" does not affect the name in the distribution repository should really be documented on the plugin's Web site.
