release plugin not honoring -Darguments passed

While trying to stage nexus today, started using the 2.0-beta-8 of the release
plugin, and i find that passing the following parameter
-Darguments="-Pskip-test-harness-tests"
isn't activating that profile in the builds, i instead needed to update my
settings.xml file to enable that profile for the release
