Rename plugin (and life-cycle phase) from Deploy to Publish

Developers often speak about deploying their application to this server or that
server, which does not correspond to the usage that maven has for "Deploy".
To remedy this situation, and to reduce confusion due to overloaded usage
(Fallacy of Equivocation), I suggest that the Deploy plugin and related
life-cycle phase be renamed to the Publish plugin.
A quick google on "maven deploy publish" shows that many people out there are
using the Deploy plugin to Publish artifacts to a maven repository.
After Publishing to a maven repository, they will deploy to a server.
