Can we get movement on this bug?
When is 2.0.10 supposed to be out? Do we have really to wait for that release 
to be out before this bug becomes active?
We invested significant time migrating our large ant based project into several 
multi-module projects heavily using import scope to provide encapsulated set of 
dependencies. While migrating our build seemed randomly flaky but since only a 
few were working on it they really didn't hit that much having installed all 
modules locally. So ironically, now that we are ready to roll it out to our 
larger audience, we realize the magnitude of this bug makes it impossible.
