The core subversion issue is tracked here:

comment (posted on December 31) links to a good summary of the issue.
Unless the release/scm plugins implement a workaround, we'll need to wait for
this issue to be fixed by the svn team.
In the meantime, I am using svn 1.5.0 for release actions and the current
version for the rest of my work.
