Add the possibility to use libraries in local computer. to copy it to Maven

Suggest to make possibilities to use old libraries that has already in the
system (computer).
If somebody already has big gigabytes of the jar - libraries. (for example JDK,
JRE and so on) then just use the command to download that libraries to Maven
hierarchy folders.
You can check the file name and CHECKSUM to understand it is equal or not.
this feature I think, will improve time to download all dependencies from
internet and econom time of developments and waiting time. Now I am waiting
time about 1-2 hours to download-compile big project.
