I'm working on a plugin that follows the maven code conventions, but uses the 
MIT license instead of apache.  If I set the configLocation to 
"config/maven_checks.xml" then the plugin ignores the LICENSE.txt file that I 
put into the root directory of my project even if I set the headerLocation.
