It should be possible to specify properties in settings.properties, where the
values can be interpolated into settings.xml. The main use cases are:
* Move usernames and properties out of main settings.xml
* Reduce duplication of key values in settings.xml
* Ability for a company to define a "standard" settings.xml that can be used
without modification
