Have just realised how to reproduce this issue.  Using the project names from 
the attached zip:
- test-parent
- test-core
- test-importer
- test-depends-on-importer

Firstly you will need to setup an internal remote repository (one that you are 
able to deploy to).  Then run 'mvn deploy' for the following projects:
- test-parent
- test-core
- test-importer 

Then delete all 3 from your local repository.  Keep them in your remote one.

Then run mvn 'install' on the project 'test-depends-on-importer'.  You should 
find that you get an error regarding 'test-parent' not being able to be found.  
This is despite the fact that it actually exists on your internal remote 
repository.
