There's a way to do this now using a custom archiver component definition. It 
only requires a project with a single file (the plexus descriptor), then that 
project can be included as a plugin-level dependency wherever you want to use 
this custom extension.

I'll use this issue as motivation to write up some documentation for this 
feature.
