Revised the default value of {{charset}} in
[r681940|http://svn.apache.org/viewvc?view=rev&revision=681940]: To ensure the
HTML charset is in sync with the actual file encoding given by {{docencoding}},
the effective value for {{docencoding}} is now used as the default value for
{{charset}}.
