in a multi module build ('mvn package') with two two modules:
assembly-module
other-module
and where other-module depends on assembly-module:
the assembly-module is unavailable to the other-modules as a dependency.
(during 'mvn install' it works fine, since the assembly-module is added to the
local repository before it is needed by the other-module)
