In 2.5.1:
<manifest>ANY_LOCATION</manifest>
is ignored. It *always* generates in src/main/webapp/META-INF/MANIFST.MF
It works fine in 2.5. For now, reverting to 2.5 from 2.5.1 as a workaround.
