The maven deploy plugin lets me specify, eg,
"-DaltDeploymentRepository=opennms-snapshots::default::file:///var/www/sites/opennms.org/site/repo/snapshots"
on the command-line to override the default repository; it would be nice to be
able to do the same thing for the site plugin.
In the meantime it appears I should be able to use the staging url as a
workaround.
