Prepares the repository for archiving ([INFRA-28620](https://issues.apache.org/jira/browse/INFRA-28620)). It removes `.github/`, so no workflow or Dependabot run starts on the frozen repository, sets the GitHub description to "(RETIRED)", and replaces the README with a retirement notice pointing to Mason. `features.issues` stays `false`: the repository never had an issue filed, so disabling issues hides nothing.
