Add the `project:` section to `.asf.yaml` so the ATR configuration of `maven-plugin-testing` (https://releases.apache.org/projects/maven-plugin-testing) is synced from this file, the same way as other Maven projects. The section is added on the default branch because ATR syncs only from it, although releases are made from `maven-plugin-testing-3.x`.
