#863 (Dependabot) moved `mavenVersion` to 3.10.0, so the plugin compiles against the Maven 3.10 API while it supports older Maven. This returns it to 3.9.16, the latest 3.9.x, and has Dependabot ignore 3.10.0 and later for the five Maven core artifacts the plugin uses. With #874 the floor becomes 3.9.0; the API stays on the 3.9 line either way.
