Backport of #13703 (fixes #13702) to 3.9.x. Drops the dependency whose parent POM adds the shut-down maven.java.net repositories to every build that depends on `maven-embedder`. `LICENSE.vm` elects EPL-2.0 for the dual-licensed jakarta jar: the template writes one `lib/<artifactId>.license` per license, so listing both would leave only the GPL text in `lib/`. `maven-core` keeps exporting the javax coordinates.
