   ## Root cause

The bug is in Modello's xdoc generator, not in the `.mdo` descriptions.

   **Pipeline:**
   1. MXParser reads `<description>` outside CDATA and decodes `&lt;` → `<`. So
`{@code &lt;activation&gt;}` in the `.mdo` becomes the string `{@code
<activation>}`.
   2. `XdocGenerator.rewrite()` passes that string to the `chhorz`
javadoc-parser with `OutputType.HTML`. The parser wraps `{@code X}` in
`<code>X</code>` **without HTML-escaping `X`**, producing
`<code><activation></code>`.
   3. Jsoup, in XML output mode, treats `<activation>` as an unknown element
and silently drops it. The tag name disappears from the rendered site.

**The fix belongs in Modello.** I've opened a PR there:
https://github.com/codehaus-plexus/modello/pull/619

The fix pre-processes `{@code}` and `{@literal}` inline tags to HTML-escape
their content before the javadoc-parser and Jsoup see it, so angle brackets
inside code tags are preserved correctly in the output.

PR #13678's CDATA-wrapping approach is not needed — the `.mdo` files are
correct as written. Once Modello 2.8.2 is released with the fix, the site will
render correctly without any changes to Maven's `.mdo` files.
