…irectly. Add `SemVerPatchReleaseVersionPolicy` to support direct patch releases using Semantic Versioning. This policy increments the patch number when calculating a release version (for example, `1.2.3-SNAPSHOT` becomes `1.2.4`). It also provides the corresponding development version behavior, consistent with the existing SemVer release policies.
