Closing: the companion implementation PR apache/maven#13348 has been closed. The `<tag/>` vs `<tag></tag>` distinction it documented is not reliably preserved through POM merges and parser roundtrips, so the semantics cannot be documented as stable contract. -- This is an automated message from the Apache Git Service.
