Backport of #13449 to maven-4.0.x. The `poms/factory/` fixture directory on the 4.0.x branch also lacks a `.mvn/maven.config` sentinel, so `ApiRunner`'s root lookup falls back to the checkout root and may scan Maven's own reactor.
