Backport of #13290 to `maven-4.0.x`. Cherry-pick of `788c99875b`, with a conflict resolved in `MavenITmng5572ReactorPluginExtensionsTest`: the 4.0.x branch had an extra `getMavenVersion().getMajorVersion() <= 3` branch for the old Maven 3 warning format, which was superseded by the Maven 4 message. Conflict resolved by keeping the Maven 4 message and adding the new MNG-8092 test case using the `File`-based `newVerifier` API.
