Works as designed. `mvn exec:exec -P test` runs only `exec:exec`, so the
`properties` goal (bound to `initialize`, and declared only in
`pluginManagement`) never runs and `${groupId:artifactId:jar}` is never set.
Declare the plugin under `<plugins>` and run a phase, for example `mvn -P test
initialize exec:exec`, or bind exec to a phase.
