Maven resolves every dependency before `resolve` runs, so the goal fails on an unbuilt sibling module, and the `exclude*`/`include*` parameters cannot prevent that. The goal page and usage page now say so and point to `dependency:collect` or a packaging phase. Changing the resolution scope was tried in #406 and reverted.
