Backport of #13368; see there for the scope (`MAVEN_OPTS` and `.mvn/jvm.config` only) and why defining the system property does not change precedence. Verified: classworlds 2.12.1 `Launcher.configure` with the patched maven-4.0.x file puts `<alt>/ext/*.jar` in `plexus.core` for `-Dmaven.user.conf=<alt>` and `~/.m2/ext/*.jar` when unset. -- This is an automated message from the Apache Git Service.
