`m2.conf` hardcoded `${user.home}/.m2/ext/*.jar`, so relocating the user
configuration with `maven.user.conf` moved `extensions.xml` and the other user
files but not the extension jars. The launcher now derives the path from
`maven.user.conf`, defaulting it to `${user.home}/.m2` the way `maven.conf` is
already defaulted.
The launcher only sees JVM system properties, so this covers
`maven.user.conf` set through `MAVEN_OPTS` or `.mvn/jvm.config`. A
`-Dmaven.user.conf` on the `mvn` command line is parsed after the launcher has
run and still leaves the jars in `~/.m2/ext`. Defining the system property does
not change precedence, since effective properties lay user properties over
system properties (`ProtoSession`).
Verified: classworlds 2.12.1 `Launcher.configure` with the patched file puts
`<alt>/ext/*.jar` in `plexus.core` for `-Dmaven.user.conf=<alt>` and
`~/.m2/ext/*.jar` when unset; with master's file both cases load `~/.m2/ext`.
