Ensure empty configuration tags (both <tag></tag> and self-closing <tag/>)
properly override pre-initialized default bean field values instead of being
ignored. Introduce EnhancedStringConverter and enhance bean helper to set empty
values when configuration element is present and empty. Support enhanced
configurator in DefaultMavenPluginManager parameter validation.
