Reverts the caller-level `if:` added in 58009e3274. That condition was trying to skip the license check for committers but doesn't work: `github.event.pull_request.author_association` is `undefined` at the caller level too (because `contains([...], undefined)` = `false` → `!false` = `true` → job always runs). The actual fix is in apache/maven-gh-actions-shared#331, which moves the skip logic into the github-script step where the GitHub API can be used to fetch `author_association` reliably. -- This is an automated message from the Apache Git Service.
