Follow-up of #325, which introduces a simplified `.github/pull_request_template.md`. GitHub does not use a PR template from this repository for other repositories (only `apache/.github` provides default community health files), so the new template has to be copied to each `apache/maven*` repository. ## Current state 87 non-archived `apache/maven*` repositories checked (default branches only). 74 have a PR template, in 11 variants (ignoring CRLF and trailing
