### Bug description
After upgrade from 3.5.0 to 3.6.0 `excludedGroups` config element appear to
no longer have any effect.
The cases tagged with the tags listed in `excludedGroups` get executed
though they are not with `3.5.0` (as expected).
```
<plugin>
<groupId>org.apache.maven.plugins</groupId>
<artifactId>maven-surefire-plugin</artifactId>
<version>3.6.0</version>
<configuration>
<excludedGroups>slow,time-out,stale-conn</excludedGroups>
</configuration>
</plugin>
```
The problem should be reproducible with the master branch of Apache
HttpClient
I could not find anything related to excluded groups or tag exclusion in the
3.6.0 release notes.
