the `adopt-openj9` era, when no 25 build existed. Semeru publishes 25 for
mac-aarch64, linux-x64 and windows-x64 — all three resolve through the Adoptium
API that `setup-java` queries — so the exclusion now just costs coverage.
Follow-up to #1373. CI on this PR is the test: if a Semeru 25 cell fails,
the exclusion goes back.
