   This updates the Maven plugin used by the MJAVADOC-257 integration test to 
use
   `maven-plugin-annotations` instead of the legacy Maven Plugin Tools Javadoc
   tags.
   
   The conversion preserves the mojo name, default lifecycle phase, and 
parameter
   metadata. The fixture now declares `maven-plugin-annotations` with `provided`
   scope and uses the existing filtered `@pluginPluginVersion@` value so that 
the
   dependency stays aligned with the Plugin Tools version exercised by the IT.
   
   This is part of removing reliance on the legacy QDox-backed Javadoc-tag
   extractor discussed in 
https://github.com/apache/maven-plugin-tools/issues/718.
   
   Validation:
   
   - `JAVA_HOME=/opt/jdks/latest-21 /opt/maven/latest/bin/mvn -B -V clean 
verify -Prun-its`
     - Passed: 82, Failed: 0, Errors: 0, Skipped: 10
   - `JAVA_HOME=/opt/jdks/latest-8 /opt/maven/latest/bin/mvn -B -V clean verify 
-Prun-its -Dinvoker.test=MJAVADOC-257`
     - Passed: 1, Failed: 0, Errors: 0, Skipped: 0
