@boltzjf maven-pmd-plugin 3.28.0 uses PMD 7.17.0, which supports Java 25. Maybe you are using a different (older) PMD version by following the howto at https://maven.apache.org/plugins/maven-pmd-plugin/examples/upgrading-PMD-at-runtime.html ?
