The MavenMetadataSource determine metadata requirements

The MetadataSource should determine if a particular piece of metadata should
exist or not. I've place a boolean in the metadata source and set it to false
right now which means we are still allowing projects not to have POMs, or have
invalid POMs but at least the decisions is captured here.
