This was amply discussed at DOXIA-138 (you have to scroll down a bit), and I
have recently removed the section-title anchor generation from the xdoc module:
DOXIA-152. As I said there, I think that anchors should be inserted be a sink
for a particular output format, if this is desired, not by a parser. I was
about to close this as won't fix but I am not sure what you mean with
'Confluence would do it'? If this means eg that confluence input will be
rendered with an anchor in html output, then the anchors should be inserted by
the xhtml sink.
