MNG-4059 is responsible for disabling `uniqueVersion`. Maven is responsible to ensure a complete deployment-bundle, even if other developers try to deploy the same project. This is not possible without unique versions. The repository manager is responsible for the SNAPSHOT policy, like when they should be cleaned up.
