It seems that a nested diagram, such as in https://github.com/apache/maven-site/blob/ef8b25ba38af63e069c47b0c4d0dbdcf6e616278/src/plantuml/multi-subproject.puml#L68 needs to have its own `!pragma layout smetana` line.
