Windows XP Configuration Error

It looks like there's a configuration error on Windows XP. I am going through
the Getting Started Maven(2.0.7) Tutorial and I get the following error when I
run the command:
mvn archetype:create -DarchetypeGroupId=org.apache.maven.archetypes
-DgroupId=com.mycompany.app -DartifactId=my-app
error:
The plugin 'org.apache.maven.plugins:maven-archetype-plugin' does not exist or
no valid version could be found
