I don't believe http://jira.codehaus.org/browse/MSOURCES-19 is related to
this.
I don't remember in what context I opened this jira. I don't seem to have a
test case for this either. But now that I think about it, this jira doesn't
make sense. If a plugin does not have a default phase and is also not bound to
any phase when it is executed, it should not be surprising that it gets
skipped.
Dunno what I was smoking when I opened this :-P
