In 1.x schema we had inner tag {{fixes}} of {{action}} -
https://maven.apache.org/plugins-archives/maven-changes-plugin-2.12.1/changes.html#class_action
as newer modello doesn't support inner tags I moved it to attribute of
{{action}}
We also have {{issue}} attribute in both schema version
In report both items are concatenated to one list.
For announcement template in old version only {{issue}} was provided as
variable -

Now we have both:
https://maven.apache.org/plugins-archives/maven-changes-plugin-LATEST/examples/using-a-custom-announcement-template.html
Maybe we should replace both by one attribute {{issues}}
