I noticed that if a folder is deleted from starteam (removed from view), the 
deleteLocal approach will not delete the local copy of it (or it's contents).

This seems to be a starteam bug.  I ran the stcmd delete-local from the command 
line and confirmed that it only deletes local artifacts if they are in a 
starteam,  "in view" folder.


renaming a folder is a good way to expose this bug.

just posted here in case anyone is wondering why local debris is not always 
cleaned up.
